1. Bitzer says that rhetorical situation is not a form of communication. In other words, the audience does not need full understanding of a topic in order to understand rhetorical situations. Rhetorical situation is also a result of certain situations, rather than anonymous speech.
2. He defines a rhetorical situation as discourse between two or more beings, which must include conversation that in turn affects the outcome of the following situation.
3. Exigence is defined as "imperfection by urgency". Basically, it is a situation when you must urgently persuade someone or talk your way out of the situation. For instance, if you witness someone doing something wrong, exigence is what drives you to speak out and resolve the situation.
